The Free Cities of Jara

An alliance of city-states in eastern Prack whose border is defined by the river Jara. They were the first nation to be formed during the revolt against The Orcs. The Free cities don’t communicate much to each other, but when they do, it is a meeting of the governors (though they’re usually called bosses) who run the two cities of Bastion and Jera. The Free Cities of Jara tried to have a “legitimate” government, but in the end, it broke down. Now, the Free Cities each have their own leader, who rules as something like a pirate-king. They take what they want, but are also wise enough to keep their subjects happy. They have been known to declare days of celebration and throw parties for whomever just because they can. Since both Jera and Bastion are port cities, they account for most of the trade in the world. In addition, most pirates call these cities home. Worship is very diverse in these cities.
The people who don’t live in the cities have a different life. Many of the “farm folk” are dedicated to Jomades, since his teachings align so well with the close sense of community they all feel. Not everyone outside of the cities is a farmer though. There are fishermen, craftsmen, blacksmiths, hunters, you name it. These people are generally overlooked when making generalizations about Jarans.
Jarans hold dearly to the fact that their free-enterprise way of life is making the the economic powerhouse of the world, and that frankly, The Combine (who would take control of them if things were different) lacks the finesse to run things so well. Jarans are seen by outsiders as mercenary or greedy, willing to do anything for the right price.
Bastion is one of the two big cities that make up the Free Cities. It is run by Director Samantha Desharik, who, in frustration with the unchecked corruption that plagued the city when she started, hired an army of mercenaries to police the city. Though they are not free of their own corruption, they do a better job at keeping the peace than criminal groups. Bastion was built by the The Orcs when they held they world in slavery. It was carved magically into the side of steep cliffs on Prack’s side of the Channel.
